Position: Transportation Team Lead – Transportation Directorate
Location: Alexandria, VA (5 days/week)
Office/ Directorate Overview:
The Transportation Directorate is responsible for establishing policies and providing guidance to DoW Components for efficient and effective use of DoW and commercial transportation resources. The directorate coordinates and negotiates with federal departments and inter-agency partners regarding transportation and distribution-related matters, ensures that the Defense Transportation System is effective in providing end-to-end support to the warfighter, utilizing commercial and organic resources. The directorate advocates for US civilian transportation capabilities sufficient to support wartime requirements, oversees the Department’s Personal Property and Mail Operations, and processes Domicile-to-Duty requests for DoW agencies.
Position Description:
The Transportation Team Lead supports the DoD Transportation Directorate and leads a team in the development, oversight, and execution of transportation policies, programs, and operations that ensure efficient and effective use of DoD and commercial transportation resources. The role applies broad technical expertise across logistics disciplines to analyze requirements, develop innovative solutions, and enable end-to-end support to the warfighter through the Defense Transportation System.
Key Responsibilities:
- Lead a Team of Transportation Analysts in support of the Transportation Directorate governance, programs, and standard tasks.
- Oversee the quality of delivery and manage risk for the client and team.
- Provide technical recommendations and draft updates for transportation policies, directives, and regulations.
- Manage policy exception requests, Defense Travel Regulation (DTR) changes, and domicile-to-duty approvals.
- Support Working Groups and the oversight of Joint Transportation Management System (JTMS) efforts.
- Conduct data analysis, reporting, and category management to inform decisions and improve efficiency.
- Research industry best practices and recommend process improvements to reduce redundancy and costs.
Desired Expertise & Competencies:
- Strong knowledge of DoD transportation policies, directives, and regulations, including the Defense Transportation Regulation (DTR).
- Deep Airlift operations experience.
- Knowledge of and experience with the United States Maritime Administration (MARAD), Military Sealift Command (MSC), and Army Transportation Command (Formerly Military Surface Deployment and Distribution Command (SDDC)) operations.
- Knowledge of and experience with VISA, VTA, TSP, and MSP.
- Knowledge of and experience with Charter, Commercial, and organic sealift requirements.
- Knowledge of and experience with the Jones Act and cargo preference as it relates to sealift requirements.
- Strong analytical skills to evaluate initiatives, identify gaps, and recommend innovative solutions.
- Ability to develop and deliver reports, metrics, and recommendations that support decision-making at senior levels.
- Excellent communication and coordination skills to engage with federal, interagency, and industry stakeholders.
Required Skills & Experience:
- Bachelor’s Degree plus 5+ years’ experience.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Must be on-site in Alexandria, VA 5 days a week.
- Strong DoW background, familiarity with how senior levels of the OSW Staff operate.
